Anggota Komisi VII DPR RI Mercy Chriesty Barends berharap pengembangan Sistem Penyimpanan Energi Baterai atau Battery Energy Storage System (BESS) bisa digunakan di semua daerah, termasuk daerah 3T (tertinggal, terdepan dan terluar).
“Kami berharap pengembangan battery energy system yang tengah dikembangkan oleh IBC (industri baterai Indonesia) ini tidak hanya menggunakan platform pulau-pulau besar sebagai basis pengembangannya. Tetapi juga harus bisa dikembangkan di seluruh wilayah yang ada di Indonesia. Sehingga ketika diimplementasikan, maka yang ada di ujung Jakarta akan sama dengan yang di ujung Maluku, Papua dan daerah-daerah 3T lainnya,” ujar Mercy saat pertemuan Komisi VII DPR dengan IBC saat kunjungan kerja reses di Balige, Sumatera Utara, baru-baru ini.
Politisi dari Fraksi PDI-Perjuangan ini menyontohkan pengalaman di daerah pemilihan (Dapil) nya di Maluku yang mengalami permasalahan terkait BESS ini. Dengan kondisi alam Maluku yang berbeda dengan daerah atau kota besar lainnya, membuat baterai mudah rusak dan tidak berfungsi. Kurang lebih hanya sekitar 2-3 tahun. Hal tersebut menurut Mercy tentu tidak efektif dan merupakan sebuah pemborosan. Apalagi pembiayaan pengadaan baterai tersebut menggunakan APBD (Anggaran Pendapatan Belanjar Daerah).
“Ini kan bicara tentang keadilan energi dan transisi energi yang menjadi problem yang cukup penting. Dimana di seluruh daerah atau wilayah harus mendapat listrik. Penggunaan BESS menjadi salah satu alternatif solusi. Sedangkan transisi energi atas nama untuk menekan emisi gas karbon tadi, penggunaan listrik melalui BESS ini berguna untuk menekan emisi gas karbon tadi. Namun kalau penggunaan BESS atau baterai ini cepat rusak, hanya sekitar 2-3 tahun tentu tidak efektif, dan pemborosan. Bisa dibayangkan di Maluku ada 342 pulau, taruhlah 130 sampai 150 Pulau menggunakan Batetai atau BESS, maka bisa dibayangkan 150 Pulau setiap 2 tahun sekali harus mengeluarkan dana hingga Rp2,5 miliar hanya untuk baterai,” paparnya.
Oleh karenanya, Mercy berharap agar pengembangan BESS harus bisa diaplikasikan di seluruh daerah. Serta bersifat long time, tidak hanya sekitar dua hingga tiga tahun saja digunakan. Melainkan juga bisa digunakan sampai puluhan tahun. Sebagaimana diketahui BESS diciptakan untuk mengurangi bahan bakar fosil, sekaligus membantu pengembangan energy baru terbarukan. •ayu/rdn
