Anggota Komisi XI DPR RI Hendrawan Supratikno mempertanyakan alasan diterbitkannya kebijakan automatic adjustment (penyesuaian otomatis anggaran) di saat belum berjalannya APBN 2023. Menurutnya, kebijakan tersebut bisa dimaknai dua hal, yaitu antara antisipasi penghematan lebih dini atau perencanaan anggaran yang kurang akurat.
“Ini antisipasi penghematan lebih dini atau perencanaan yang sebenarnya kurang akurat? Baik asumsinya, perhitungannya dan seterusnya. Karena APBN belum dijalankan, undang-undang 28 tahun 2022 (belum dijalankan) namun sudah adjustment,” tanya Hendrawan dalam Rapat Dengar Pendapat (RDP) Komisi XI dengan Dirjen Anggaran Kementerian Keuangan, Isa Rachmatarwata, di Gedung Nusantara I, DPR RI, Senayan, Jakarta, Rabu (15/2/2023). Sebelumnya, Menteri Keuangan RI melayangkan Surat nomor S-1040/MK.02/2022 tanggal 9 Desember 2022, perihal automatic adjustment belanja kementerian/lembaga tahun anggaran 2023.
Pada kesempatan tersebut, ia juga menyampaikan bahwa tak jarang ia mengalami kesulitan menjelaskan mengenai automatic adjustment kepada kepala daerah di Dapilnya. Karena itu, dalam RDP tersebut pula, ia menanyakan kepada Dirjen Anggaran itu mengenai alasan dilakukan automatic adjustment, terlebih jika hal tersebut kembali terjadi di masa yang akan datang.
“Waktu saya ditanya oleh sejumlah kepala daerah, yang kita tahu transfer daerahnya semakin berkurang. Pak Isa, mohon nanti automatic adjustment berikutnya mungkin terjadi, apakah ini betul-betul antisipasi penghematan yang agresif atau memang asumsi-asumsi yang kita bangun tidak mencerminkan kenyataan,” jelas legislator Dapil Jawa Tengah X tersebut.
Automatic adjustment adalah penyesuaian anggaran secara otomatis yang dilakukan oleh pemerintah guna mempertahankan cadangan anggaran. Penyesuaian yang dilakukan mencakup realokasi anggaran, pemotongan anggaran belanja negara, penyesuaian pagu dan/atau pergeseran antar program. •uc/rdn
